When companies directly sponsor H-1B candidates, they must pay them a competitive rate, and they must pay them between contracts. Otherwise, the H-1B candidate has to leave the county. However, if the H-1B candidate starts their own company (LLC or S-Corp), they can get around these two issues.
CEI was very helpful explaining how candidates can avoid legal issues. It helps everyone, the telecom industry doesn't have to apply or list the H-1B, and they are fee from federal over site. CEI, is also able to say they don't direct work with H-1B either, hence, they are working through a company proxy.
