Inconsistent enforcement of policies Deeply hypocritical when it comes to their values and strategic plan Stingy with pay and promotion Underperforming and bigoted staff (esp non-union staff) can hold on for YEARS, while hardworking staff get dumped on and eventually pushed to leave
