5yA complaint like this should be made to our HR dept. If there is a manager who is acting unethically or illegally we would want to know about it immediately. Disregarding the comments on "psychological disorder" the suggestion for an anonymous review is something we do act upon. The company does survey its team several times per year. An opportunity to voice one's concern anonymously is there, if one does not wish to contact HR.
