Development is based on evaluations and exam results. There is no per se interview, it is mostly a review of physical, aptitude, accomplishments and background qualifications. Candidates must meet minimum times in the next lower paygrade and be competitive against their peers. There are extracurricular activities that if successfully performed, will improve the chances for selection.
