This is the first part of the old "hire from within" system. PT Operations Supervisors are pulled from the hourly operaions staff. For young hourly workers the temptation of a higher base rate needs to meet the reality that you will become part of the management team and will be looked at differently from your now former peers. The increase in salary does not offset the insurance cost you now will be paying for.

I worked hard as a hourly employee, someone took notice and asked me about management. I took the easy MAPP test and in two weeks I was running the Local Sort. No questions, no interview, no other process.
