Average difficulty for interview. Unfortunately, I could not accept the position. I shared my current salary and expectations, and was told I would be very happy with the offer (it was still within the grade). When it came down to it, the offer was base, and no negotiation on benefits (leave, student loans, etc) were accepted. If the federal government is looking for talent with field experience and high, proven work ethic, policies should not limit hiring packages. If they are looking for entry level workers, they can continue hiring at base.
