General Atomic does not consider a stipend guarantee when determining a total base salary.
Like anywhere, the General Atomic interviewer "gatekeeper" had values (such as the importance of a military background) and an image in mind. From conversations with others who have interviewed with General Atomic, if one fits the desired image or the value system of the interviewer, the interviewer will make the interview a success. Otherwise, a candidate will be scrutinized.

Entrevista
Hiring Manager called me a week after applying. Said I was interested and then HR called about 5 minutes later to square away next steps. Then on the big day met with HR for about 30 minutes, was asked about my goals 5 years or so and what I want to do. Spent the last 5-10 minutes quickly discussing benefits. Then met with hiring manager and one other person and spent the next 2 hours straight talking about my experiences in training development, etc. I interviewed for both a lead and non-lead position. Took about 1 week to hear back, but it was an automated email sent at 9 pm at night for both positions. Feedback was kindly asked for but none provided.
