The application is made fully online. You need to have excellent grades from University (i.e. >16/20), you need to have a research lab that welcomes you, and you need to have a description of the project. Applications are rated anonymously, and then a limited number f grants is awarded to the top rated applications.

Entrevista
It is a national competition based on a research proposal and on academic performance. There is no interview just a written proposal for a panel to judge. I will just continue to write because this has a 30 word minimum.
