Had a chat with the hiring manager and a rep from HR. Was a general chat as I was already experienced in the utility field with a few simple SQL related questions. Could have done the job standing on my head but didn't get the offer. Its a wonder the company has gone bust, incompetent people in jobs they are not suited to do...
