It was started with face to face discussion with CEO. Second round was technical telephonic. Third was with face to face discussion with their clients. All round s went very well. suggestion to their hiring process and HR is, "please learn to say no". You wasted whole 3 weeks just to confirm no budget. That was also on multiple follow-up. If you do not have budget, do not waste any candidate's time. And obviously yours as well.
