I was transitioning from another contract, so the entire interview process took place over the phone and was mostly salary negotiation. I would have definitely preferred to be interviewed in person, as this would have shown their interest in me and commitment to hiring a strong candidate. I have heard from other people who were hired as new employees that they also were given just a phone interview as well.
