To move from one job group to another you need 3 to 4 to even 5 years in a job (mostly 3), if you get cheated you'll never make it to any top position, because there is an even worse thing whicih is the estimated job group at retirement, even tah gets assigned, you have NO say, so for minorities and women the estimated JG at retirement is set at maximum 3, which means never reach any position of value.
