Lots of political strife & differences in opinion amongst key people in different departments. - Inter-departmental communication is lacking or not there at all. One department may be well informed of resources and policy changes, yet other departments may be following policies that were put nto place 5-10 years ago and are not aware of any other way of doing things. - A hiring decision can take forever and you will never hear back/potentially be ghosted even if you interview internally. They will cite hiring freezes.
