I had a phone interview followed by an in-person interview. I didn't receive an offer, but nor did I receive any notice or follow-up. I don't usually expect to be notified if I only have a phone interview, but when I sit down in person with them I would expect the courtesy of being notified that they're going forward with another candidate. I received zero follow up communication after the in-person interview.
