They usually hire office staff thru agency (Philippine RN & Ameinri). They will call you once the position is available and the employer is here in Philippines for interview. Based on your interview, the employer will rank you out of 10 (this will not be shown to you, it will be written on your application sheet). No technical questions asked, more of your attitude towards work and your willingness to work in Qatar at their existing terms and conditions. The application sheet will be reviewed my the department manager from Doha. Based on your resume and qualifications, they will call you via overseas phone call. Once selected they will inform the recruiting agency to process further your application. It takes an average of 1 to 2 mos for the whole recruitment process.
