All the engineers at all lecels should be empowered to innovate but of course the level of imact will be proportionate to their levels. For example, junior engineer can innovatr and improve ci/cd pipelien and have a direct impact on team outcome. Senior engineer can feature a cross-team iniyiative and the impact is beyond his immediate team.
