Very biased towards the internal staff as they prefer someone who is already well aware about the network as compared to a more experienced outsider. Mostly preference is given to a UAE national. But if the expatriate/immigrant is well experienced then consideration is taken. Referrals also play a key role as it is not purely a meritocracy based organization.
